No one in their right mind would document their violations.

Or do you really think that the construction manager kept records there like "today I replaced one metal with another"?

The Nazis kept very good records. They don't have a monopoly on wrongheadiness.

In Terezin, we found exact details of the transport where my wife's grandparents were sent from Terezin to Auchwitz. 1,001 people, and details of how they were  diverted to Baranovichy, all taken off train, and shot in the forest. All in typed notes.

NOTE -- Don't blame us just because we're the agency to blame. Thai bureaucracy finds I way to avoid responsibility for its responsibility.

From The Nation

An NBTC member blamed the chairman for delays in SMS quake alerts, citing centralised power as the reason many Bangkok residents received no warning.

A member of the National Broadcasting and Telecommunications Commission (NBTC) has seemingly blamed the NBTC chairman for the delay or absence of SMS alert messages warning the public about Friday’s earthquake.

Thanapant Raicharoen posted on his Facebook page on Saturday, suggesting that the delay or lack of SMS alerts regarding the Myanmar earthquake—felt in Bangkok—was due to NBTC chairman Sarana Boonbaichaiyapruck centralising power in himself.

On Friday, after Myanmar was struck by an 8.2-magnitude earthquake at 1:20 pm, the tremors were felt and reportedly amplified by Bangkok’s geological conditions. Many people took to social media to complain that they had received no warning or alert from the authorities, particularly the Disaster Prevention and Mitigation Department (DPMD).

The DPMD is currently developing a cell broadcast system to provide public disaster alerts. Until this system is operational, the NBTC Office is responsible for coordinating between the DPMD and mobile phone operators.

Of course not.  He just follows the working plans given to him by higher management. If he cuts corners, he gets the blame.

But if those working drawings differ from the ones originally submitted for approval, they could be evidence that higher management, not the construction manager, were cutting corners, and that would be a sufficient reason to remove them.

Note: I'm not saying any of this happened, just pointing out where the argument is incomplete.  Actually I dislike conspiracy theories because they are not "theories" in the scientific sense. That's because they are unfalsifiable because you can't prove a negative. If the conspiracy is exposed, then obviously there was a conspiracy. If not, that's just "proof" that the conspirators have succeded in covering their tracks.

Why it should be dangerous?

ok, I agree, not dangerous but since they were no dander to documents holding site where urgency to retrieve them against prohibition to enter comes from?

I don't know that stuff  but can earthquake be predicted to a degree that timely warning can be issued. It's not like tsunami or volcanic eruption and it always seems to strike unexpectedly out of blue. Aftershocks is different matter as they are usual part of disaster.

There will be a lot of back and forth on the matter of the timeliness of alerts of all types. What does appear clear is that Thailand had the means of monitoring the geological indicators but the lack of a defined protocol on rapid dissemination of the information delayed notifications.

It can't be predicted. Especially, in that case: Thai had no idea what tensions are in Myanmar underground. And wave from epicenter has speed from 6 and up to 15 km per sec. Btw Mandalay and Bangkok only 750 km. Wave reached Bangkok form 30 up to 120 seconds. Thai seismo-sensors got signal a the same time, as wave arrived to Bangkok.
