Cambodia's Child Sex Crackdown Long a haven for foreign sexual predators, the war-ravaged country is suddenly taking a hard line with a number of high-profile arrests By KEVIN DOYLE/PHNOM PENH In his 17 years on the Cambodian police force, Keo Thea has seen a lot. But nothing quite prepared the deputy chief of Phnom Penh's anti-human trafficking police for the raid on the home of German national Karl Heinz Henning in August. At Henning's apartment, tucked away in a leafy neighborhood favored by foreign aid workers in the Cambodian capital, Keo Thea sifted through the country's largest ever haul of hardcore child pornography. Amongst the bondage gear, handcuffs, whips and battery-operated sex aids, Keo Thea's unit found soft cuddly children's toys. There was also video and photographic cameras, and 18 videotapes, each one hour long, depicting the S&M-style rape and torture of young local children by the tall, gaunt 61-year-old and another German, Thomas Engelhardt, 42, who was arrested a day later. Eight computer hard-drives were also bagged for the court. (Karl Heinz Henning's lawyer has denied his client's guilt and the Phnom Penh Municipal Court prosecutor said that Engelhardt told the prosecutor that he had probably taken drugs at the time and didn't know what happened.) "It was very disturbing," Keo Thea recounted on a recent morning at his small unit's headquarters. A father of two, the 35-year-old deputy police chief, who looks older than his years and stockier than most Cambodians, had just returned from Miami, Florida, where he had given evidence in the case of a U.S. national arrested and deported from Cambodia on child abuse charges in 2004. "I am sending a message to pedophiles to not come here. I promise you, you will be arrested and sent to jail in Cambodia or you will be extradited and jailed in your own country," he said. Strong words, and he means it. But to fulfil that promise, Keo Thea has his work cut out. Not only are resources tight to fight child trafficking, especially in the rural provinces, but the courts in Cambodia are notoriously corrupt, and whether they actually carry through with prosecutions is entirely another story. Cambodia has been a haven for foreign sexual predators since the U.N. brought peace to the war-ravaged country in 1993, and more recently , since its neighbor Thailand started its own crackdown on child sex abuse over the last couple of years. But the arrest of at least eight alleged foreign pedophiles since the beginning of this year may signal that Phnom Penh is finally getting serious about stopping the sexual abuse of children. The arrests began in February with U.S. national Michael John Koklich, 49, who was apprehended after plowing his motorcycle into a police barricade

I have wanted to try some tailor made shirts for a long time. I never really took the plunge until now. I went to a tailor on Soi 5 in Jomptien. They are at the corner of Soi 5 and beach road. They made me a beautiful shirt that fit perfectly. It was very well designed and I can see that great care went into it. The cost was less than 1,000 bath. A great deal for a hand made shirt.

I watched the movie tonight with a few Thai guys. There were no English subs so I would have missed much had I not had them. It is a very beautiful movie. If you have a chance, try to see it. It really does show a fascinating side of Thailand and Thai Boxing.

Tonight I had a strange experience. I had a Thai guy in my home and he did not shut the door. He was taking a leak in the toilet except he was not standing up. He was sitting down. That in itself is not odd. However, he was sitting facing the back of the toilet and on the edge of the seat. He was peeing the same as one stands up except he was sitting down. Per the request of the owner of a bar, we removed a post which suggested the management of the bar had underage guys working there. We do not normally remove posts as it is not productive to do so, but this thread went to far and the accusations made against the bar were not acceptable on the site. I stayed out late tonight to see a few of the bars in action. I went to the bar in question to see if the posters were accurate. I went with a Thai guy who is 22 and has been around in Sunee for a few years. I asked him to help me to access the guys in the bar that looked young. We had 5 of them over for drinks. I let my Thai guy choose and told him to pick the ones he thought looked young. One guy did not have an ID but said he was 18. As I did not see the ID, I cannot verify that. The other 4 were all over 18. One was in fact 24. I did not see any groping of any of the guys. I did not see any oral. I did not see any erections. I did not see anything involving a customer and a dancer. On the contrary, it was very mild and low key. There are bars in many areas that I have seen much action between the customer and the dancer. This did not happen tonight. Perhaps I hit an unusual night. Perhaps, they removed all the younger looking guys before the show started. I do not know. I do know that 4 of the 5 I had for drinks had ID and their face was on the ID card and they were all over 18.

I suggesgt you take someone for a night. If it works, then talk to them and tell them you want them for 2 weeks. You will pay them 1500 bath per day plus all expenses. I suggest you pay them daily so they can send money to mama if they want. At the end of the trip, I would say a 10-25 percent tip would be very appreciated. These are not hard rules that must be followed. Just suggestions.

It is best to wait till you get here. Go to a few bars and find someone you have a good time with and meets what you are looking for in a companion. I would suggest a minimum of 1500 bath a day for full-time companion. A nice tip or present at the end is also nice.

I was walking around the other night and saw over 20 police officers. I thought they were out to get bars and perhaps a raid. They were on a raid but not for bars or for bar workers. They were busting the illegal card playing establishments. I have been told they do this often and take away buckets of 10 bath coins. I have not seen such a force of police in any rain in Pattaya. I tried to sit and teach them the rules but they were as lost to them as I was to their game. The card games have the same effect on me. It has something to do with lucky numbers and 9. Like I said, I can't be sure what the rules are as I have never understood it. What happened to a good old game of Rook?

Every wanted to play paintball with a group of guys who are so excited that they can't keep still? It makes for easy target practice that is for sure. There is a Paintball Park off of Theppasit Road in Jomptien. It is across from the large Go Kart motorway. I think we paid 400 bath for 70 painit balls. We were supplied with gear and protective clothing. I suggest that that you wear a few layers as you will get a few red spots all over your body as the paint balls hurt just a little bit. The game is fun and the place is nice. It is not as large as most paintball parks I have been to but it was enjoyable.

I had a great time at the Weekend Night market on Theppasit Road near Jomptien. There was so much to see and buy. The prices are great and the variety is amazing. The market is right off of Sumkimvit Road and behind Lotus Shopping Center. This is a fun place to spend the evening if you are in Pattaya for the weekend.

I try to get in as much as I can. The Clubber area is in Sunee Plaza. It is next door to Monty's pool and across from the infamous Diamond Pub. They have taken over 6 shop houses. 2 are for the gogo, 2 are for the beer bar and 2 are for the restaurant. You won't be able to miss it as it is the only yellow place around. Plus, they have signs above for their energy drink that take over 2 buildings.

Much past my bedtime, I have no desire to venture out after 1AM. I think perhaps I am too old to enjoy the scene or just too content with my current boyfriend to stay out that late. However, I keep hearing that many bars are extending their hours and staying open past 1, 2 and 3. I would love to hear some stories from others about the scene past 1AM. If not, I will have adjust my sleep pattern one night and stay out all night. Please help me with this as I am not sure I would be able to wake up the next morning if I stay out too late.

We don't have descriptions of all photos. Why? There are many there and will be many more. Stef takes most of the photos when he visits. I think he does a great job on them. However, when we upload them, we do so in a batch. Captions are not put on every image as often they are all the same party or event. I hope this helps.

I think an arrangement like you are referring to is not common. I can see a small town like Phuket but Pattaya and Bangkok have too many bars and opportunities. I have never heard of a bar asking for that kind of money for an off in either city. In fact, I think it is the opposite. I see many boys come and go often. Most owners realize this and plan accordingly. My understanding is that the bars in Pattaya, when a boy leaves before the salary draw, they loose it. As most only get around 3k bath a month, most don't care when a good opportunity arises. And, Pete, I agree with your BF. Just give the money to him or buy him something nice. It would be money much better spent.
