Over the years, news of bad behavior by Phuket taxi mafia has become commonplace. ========= Patong police in Phuket apprehended a motorcycle taxi driver following a heated altercation between tourists and a local taxi driver. The incident unfolded on October 31 at the intersection near the football field on Thawiwong Road, leading to several charges being filed against the motorcycle driver. Around 5.30pm, two tourists had just boarded an electric vehicle (EV) taxi they had booked through a legal app, intending to head to Phuket International Airport. As they got into the cab, the motorcycle taxi driver approached and prevented them from closing the door, insisting they leave the vehicle. The taxi driver explained to the motorcycle driver that the tourists had legitimately ordered the ride and were not at fault. Unconvinced, the motorcycle driver attempted to seize one of the tourists’ phones to verify the booking. Despite the tense exchange between the motorcycle driver and the female taxi driver, the taxi eventually departed, continuing to the airport. The tourists’ nationalities were not disclosed in the police reports. The confrontation, captured on the taxi’s CCTV, soon circulated on social media, sparking widespread criticism and concern. Many online comments condemned the aggressive behaviour of taxi operators in Patong, warning that such incidents could tarnish the area’s reputation and deter visitors. Some netizens referred to the alleged offenders as part of a taxi mafia. Others voiced their preference for app-based taxi services over traditional queues, suggesting that police should support the shift towards digital booking systems. The viral nature of the incident prompted rapid action from Patong police. Superintendent Police Colonel Chalermchai Hirasawat and Deputy Superintendent Police Lieutenant Colonel Wichet Suwanno led the investigation that resulted in the arrest of the motorcycle driver, identified as Jampen. During questioning, Jampen confessed to confronting the tourists and was found to be intoxicated both at the time of questioning and during the altercation. ampen now faces multiple charges, including driving under the influence of alcohol, operating a vehicle not matching its registration type, failing to wear a helmet, lacking a public driving licence, not carrying a vehicle registration manual, and not paying the annual tax on time, reported The Phuket News. Police are also attempting to locate the EV taxi driver involved in the incident to determine if she intends to file a formal complaint and pursue further legal actions against Jampen.

A brainchild of the Ministry of Foreign Affairs to boost visitor numbers, extend stays and increase state revenue, no official figures are available for the number granted. Estimates on social media spread from 10,000 to 40,000, the higher guess being the more likely. Although teething problems certainly exist – embassies “doing their own thing” for required documentation being the main complaint – the commentary approval rating on the hugely popular DTV Facebook group is over 90 percent. Much of the success is due to official, hands-off flexibility. Initially, it was stated that applications should be made in the home country or the work location outside Thailand, then extended to visa runners booking accommodation for just a few days. The quickest fix was, and still is, the Thai embassy in Taipei (officially called the Thailand Trade and Economic Office which avoids irritating Beijing) which still has a walk-in facility and offers a 24-hour turnaround service if your documents are in order. Walk-ins generally have a shorter waiting time than those through the electronic portal. Inevitably, visa agents in Thailand have now grasped the cash potential of DTV and offer visa run to the nervous, usually to Laos or Cambodia. The companies can arrange road travel and accommodation for several days and provide relevant paperwork, even offering a written bond to those who lack handily the 500,000 baht (US$15,000) guarantee which is part of the application requirements. Full agency service seems to cost between 100,000 and 150,000 baht (US$30,000 up). Unlike the annual extension of stay based on retirement, the DTV application does not require a Thai bank book. Indeed, some applicants may never have visited Thailand yet. DTV holders receive 180 days on entry and there is no restriction on the repeat number of visits by sea, land or air. It is, after all, a five years multiple entry visa as stressed by the Ministry of Foreign Affairs spokesman Naruchai Ninnad in his famous “deeper dive” interview with Bangkok Post. Most of the current question marks are about the option of a further 180 days extension at local immigration offices which are part of the Ministry of the Interior which, to date, has not said a single word about DTV. With an immigration extension, DTV holders would receive a maximum of 360 days (180+180) before leaving the country. Without the immigration discretion, six months is the maximum stay without interruption. A number of issues probably concern immigration. There is much misunderstanding by freelance or digital workers about working in Thailand (they must not interact at all with the Thai economy to be safe). Some DTV holders with soft power success such as cooking or boxing classes have signed up only for one month’s tuition, or even less. The zoom advance of DTV may well be deterring applications for other longterm visas such as Privilege-Elite or Long Term Residence. Immigration is very reluctant to comment on these contentious issues and a phone call to the hotline 1178 brought only the response to look at the DTV official website which, of course, sheds no relevant light. Privately, immigration officers say 180 days extensions are likely to be granted without issue until the DTV is at least one year old. That’s to avoid arguments and delays at immigration queue lines, creating bad publicity for all concerned. In the longer term, extensions could require a digital (not in-person) application with the need to provide online updated information. Or such extensions might be decided only by immigration headquarters and not by provincial offices. Or the DTV might be cancelled altogether for new applicants with “grandfather” rights given to those already possessing the visa. Or maybe, and just as likely, nothing in the future will happen to reduce the current flexibility. After all, the Thai Revenue Department is keen to tax assessable income, from January 2024, transmitted to Thailand by any Thai or foreigner who clocks up a total of 180 days or more in a calendar year. The lack of social media discussion of this particular DTV issue has been deafening. After all, DTV holders don’t have any dispensations. Not from income tax regulations for residents, not from 90 days and not from TM30. I’d also be concerned if smoke detectors are in working order (they should have indicator light that blinks periodically when functional). If at all uncertain, you can pick up battery powered detector at Home Pro for reasonable cost and place it on a high shelf outside sleeping area. i regularly find defective or disconnected, or totally absent, detectors in some Bkk hotels and Airbnb’s.

Jonathon Cobb, 28, was injured when he fell off his motorcycle in Pattaya and broke his arm plus facial injuries. He told Pattaya Mail he was advised to go to a local hospital as the Thai government had granted cost-free treatment to foreigners as long as they held a tourist visa. Cover exists for up to one million baht, or 28,000 pounds, according to specific injuries or (at worst) death on a case-by-case, discretionary basis. But John was told by hospital administrators as well as by police officers that he was not covered by the government grant and must pay his own bills. The Health Insurance for Non Thais or HINT scheme specifically excludes those who show “negligence, intent, illegal acts or risky behavior”. John’s problem was that he was not wearing a crash helmet, but his parents in UK paid the 300,000 baht or 7,000 pounds final bill. He also had to pay the rental company 30,000 baht or 700 pounds for damage to the bike. UK-based insurers Worldwide Travelling said the Thai government scheme mainly covers compensation for death or loss of limbs or organs, but the bureaucracy is confusing. A Thai tourist ministry website gives a specific internet address for registration which appears to have been hacked. The actual data base for claims is with the Tourist Police Bureau and the National Institute for Emergency Medicine, although few foreigners are aware. The central medical fund of 50 million baht, in place till the end of 2024, is apparently underspent to date according to the tourist and sports ministry. More broadly, say Worldwide Travelling, Thailand’s requirements for medical insurance need updating. There is now a visa valid for five years, known as Destination Visa Thailand, which is technically a “tourist” permit but probably does not qualify for free accident cover as it offers an initial stay of 180 days. The 5-20 years Elite or Privilege Visa does not need hospital cover, but the 10-year Long Term Residence visa requires cover of US$50,000, or a Thai bank account showing a US$100,000 bond for an extended period. Foreign retirees with one type of yearly visa, known as OA, require medical insurance on an ongoing basis, whilst those with the similar O type do not. The difference is that OA is initially awarded by a Thai embassy abroad whereas the O is an annual extension of stay issued by a different agency – the immigration police. Other visas not requiring medical insurance are annual extensions for foreigners married to Thais and permits to study the Thai language. However, foreigners with a Department of Employment work permit must pay a small proportion of their salary to be included in the Thai social security s scheme. Immigration lawyer Jessataporn Bunnag said, “The government in recent years has introduced a host of different entry choices for tourists and longstay expats to increase treasury income. However there has been little coordination which has led to confusion.” He pointed to a government working party which is currently examining various visas including those specifically catering for retirees. At 2:46 AM on November 1st, the Pattaya Land Disaster Prevention Center received a report of a fire at the View Talay Residence 5 condominium. Upon receiving the report, they coordinated with the Pattaya Police, Sawang Boriboon Thammasathan Rescue Center, and the fire department to respond to the scene. The fire occurred in a seven-story condominium, with flames heavily engulfing a room on the sixth floor. Emergency crews quickly evacuated residents, including both Thais and foreigners. Several tourists were found suffering from smoke inhalation. Firefighters managed to extinguish the blaze after 15 minutes, leaving only smoke lingering in the area. According to the fire department, the fire originated on the sixth floor and spread to neighboring units. All belongings inside the affected room were completely destroyed. Several distressed residents were seen signaling for help with flashlights from their rooms, and rescue workers used a crane to evacuate them to safety. Those who suffered from smoke inhalation were given first aid and transported to a local hospital for further treatment. One rescue worker, identified as Mr. Thaksin Thienkhao, was injured while assisting residents. He was cut on his right arm from a window that shattered due to the heat. He was also rushed to a local hospital. In total, two foreign nationals sustained non-life-threatening burns. The cause of the fire is still under investigation as of press time.
