Even after its discovery the full significance of North Sea oil was not immediately apparent and it still remains in large measure disguised from the Scottish public . . . 2. If, in five years’ time [i.e. around 1979] North Sea oil is contributing massively to the UK budget . . . it would be hard to imagine conditions more favourable to the growth of support for the nationalist movement.
