The men's and ladies rooms in the Capitol are to be used ONLY by biological men and biological women respectively. And that is regardless of sexual orientation.
To put it simply for those unable to comprehend: Those born as Males use the men's rooms. And those born as Females use the Ladies rooms.
That's not a difficult concept.

Btw, the Trump train restroom operates the same way.
