I will let @stevenkesslar speak for himself, but I think Russia fears that the Ukraine will start to act like Russia. It is okay for Russia to accept military aid and support from its friends (China and North Korea), but it is unacceptable for Ukraine to receive the same from its friends? Why the double standard?
