Did they not tell you that Litvinenko was a KGB/FSB lieutenant colonel who fled to Britain and collaborated with MI6 to obtain asylum? Well, sorry for breaking the illusion.

and Navalny who betrayed motherland by seeking medical treatment abroad, returned , imprisoned and executed

UK never executed Kim Philby and Franco let Dolores Ibaurri live peacefully in Moscow for years on. Normal countries don't execute dissidents,  spies and traitors , they exchange them like postal stamps.

100 million of Americans who don't agree with Binden live peacefully wherever thay choose without need to think about emigration to be safe from arrest. They can even put banner " I hate Binden" on their balcony. Try that with " I hate Putin " in Moscow,  Samara or even Petropavlovsk Kamchtskyi

not executed , just killed. States ( those several  who still do)  don't execute beyond their territory's jurisdiction. Bin Laden was killed , not executed

Normal states exchange, correct, that why Russia exchanged Bout to Griner https://en.wikipedia.org/wiki/Viktor_Bout–Brittney_Griner_prisoner_exchange

Litvinenko ran from Russia. Why you are talking about exchange in his case? Whom to whom to exchange? UK never agreed to extradite Litvinenko back to the Russian Federation - he supplied MI6 with information and was useful to British intelligence
