Whereas many other countries, even those with significant entry restrictions, still attracted proportionately more migrants. EG most of Western Europe, US, Canada. You appear to be judging it by the more migrants Russia can achieve the better the performance. EU countries in contrast are trying to reduce/control migration and making it harder to access their countries.
