This is a form of gay male bondage - and believe me, if you have ever had the end of your manhood tied off with anything (whether you are circumcised or not), you would really surprise me if you managed to get hard! What the show guys do is they tie the base of the penis (and occasionally the scrotum, too) with condoms or rubber bands, and this, in effect, serves the same purpose as a leather or steel or any other kind of cock ring.
