What the article says is that the Thai gay community has shown the largest rise in HIV infection. Having been a fairly frequent visitor to Sydney, I reckon most Thais there seem to like being with western/Australian guys. So I suggest the main reason for this increased infection rate is more likely that both Thais and their partners are not practising safe sex.
