Not sure what impact this will have on foreigners working in thailand but this seems to be another step in the thai governments movement to reduce foreigner influence. Quote

Governments everywhere are hiking prices: e.g. a new UK passport now costs about 60% more than it did 4 years ago. I also think companies wishing to employ foreigners will continue to do so and pay up, unless the rise is really astronomic. Where a major rise will hurt, tho', could be foreign-owned small businesses. Quote

If you're a work permit holder I wouldn't worry about it too much. If I had one baht for every time Thailand was discussing something, but nothing ever came of it, I wouldn't know what to do with all the money.
