Note: The second story on this thread is especially interesting. This is the first time I've ever heard of a farang being arrested after taking a boy off from a bar. He was not arrested as a direct result of the off. He was arrested after the parents filed a complaint. The boy, according to the article, was 14. Now just what the parents were doing by allowing their 14 year old son to work at a go-go bar, and then complaining when he was taken off, goes beyond me, but according to the article, that's what took place. I'm also wondering how the parents even knew about the incident. What did the boy do, go home and say, "Hi Mom and Dad. Guess what? I just made 1000 baht giving a farang a blow job."? It seems to me there is more to this story than has thus far been published, but no matter what, make damned sure to check those ID's, folks.

TWO PAEDOPHILES ARRESTED SIMULTANEOUSLY IN PATTAYA

 

Pattaya, July 22 [PDN] : Once more Pattaya has attracted bad press due to the less than savoury activities of some of its residents. Two paedophiles were both arrested in the same location, Park Reungreung Village, on the same day, with two consecutive arrest warrants for sexual assault on minors; one for a German and the other for a British national.

 

The first accused was Mr. Gerhard Heiner Gatsche, 61, whose alleged offence was brought to the notice of the authorities by the mother of the 14-year-old boy he is accused of molesting, who took her son to report to the Children, Juvenile and Women’s Protection Division Region 2 and requested that the officials arrest Gatsche . After searching for further information and more evidence, the police team requested an arrest warrant from the Pattaya court, which it was duly granted on July 20, and numbered 688/2522.

 

Subsequently, at 1:30 pm on 21 July 2009, Police Lieutenant Colonel Greetha Tunkanaruk and his police team of the Children, Juvenile and Women’s Protection Division Region 2 together with Mr. Supagon Noja of the Pattaya-based Child Protection and Development Centre went to arrest Gatsche at his house in the Park Roongreung Village in Central Pattaya.

 

Gatsche told the reporter that he was shocked to see the police. He denied all the charges and said he had been living in the village in Pattaya for more than 20 years, apparently in mitigation. However, the truth will out when he goes to court in the near future.

 

Gatsche had apparently met the boy, Golf [alias], at around 9.00 pm, on 30 May 2009, in Soi Sunee Plaza, South Pattaya, one of the gay pick-up venues, which also has a particularly bad reputation for furnishing under-age boys for the sexual predilections of those who favour such activities. It is alleged that after picking up the boy, Gatsche took him to his house, where the alleged offence took place; Gatsche afterwards paying the boy an unspecified amount of money.

 

The 2nd case involved a British national, Robert Alexander Horsman,45. Armed with arrest warrant no. 688/2522, likewise issued by Pattaya Court on 20 July, the same official team arrested Horsman at 7.00 pm, on the same day, at another house in the same village, namely Park Roongreung Village in Central Pattaya.

 

Police said that last year Horsman had apparently been drinking at a bar called “Look a-go-go”, also in Soi Sunee Plaza, where he met another 14-year-old a boy, whom he subsequently took to his house and had sex with. The incident was reported to police by the boy’s parents, leading to a search for the alleged offender by the police, and subsequent issuance of an arrest warrant. Despite the evidence, Horsman, like his co-offender, denied the charges and once again it will be up the court to prove his guilt.

Suspected English Pedophile Arrested by Regional Police.

 

Pattaya, July 22 [PATTAYA ONE NEWS] : On Tuesday Night, officers from the Region 2 Child and Women’s Protection Unit based at Banglamung Police Station conducted their second arrest within the space of 12 hours at the Park Reunreung Village in Central Pattaya.

 

Their target this time was Mr. Robert Alexander Horsman aged 45 from England. On the strength of arrest warrant number 687/2552 dated 20th July, he was detained and taken to the Police Station. The warrant stated that in 2008, a boy aged 14 had conducted oral sex on Mr. Horsman in exchange for money. The original complaint was made by the parents of the boy who stated that the pair met at the Look Bar located in Soi Sunee Plaza, South Pattaya.

 

Mr. Horsman was arrested in March 2006 here in Pattaya accused of indecently assaulting 5 boys aged between 10 and 14 and also in December 2008 during “Operation Naga” which was a joint UK and Thai Operation to arrest suspected Pedophiles. He denies all allegations of the current charges brought against him and will appear in court in due course.

The English man was already on the UK's watch list, being in the bar or not, so good riddence. Something sound not quite right about the German's arrest. I would love a follow up

No explanation how the Horsman fellow didnt go to jail for the first 2 arrests,

 

let me guess, he paid bail and lack of evidence at trial ( if it even went to court)?

Again, we find out the one guy was arrested at least twice for the same alleged offense by the Thai authorities. Yet, he's allowed to stay in Thailand? Why don't the Thai authorities simply send letters to all the Thai parents to advise that they simply don't give a shit about protecting their kids?

 

And the other guy was on the UK's watch list but still allowed entry into Thailand? Most of these pedos have a prior history (a prior arrest and conviction record in their home countries) but the Thai authorities don't check that when they swipe the incoming passports? Unbelievable.

 

Nobody has a right to enter any other country as it's simply a matter of the discretion of the host country. And one would think that a host country might have some desire to keep out the murderers, bank robbers, pedos, etc., of the world - and a simple linking of the immigration computers with the computerized criminal data bases would fairly instantly tell you that a creep is trying to break into your country.

Gentlemen....the answer to all of your questions and concerns is extreamly simple, CORRUPTION!!!! These guys obviously have enough money to be considered by the entire Thai legal system to be the "Goose that layed the golden egg." Consider it a game...catch them....collect from them....turn them loose....start the game all over again and again and again. The only ones that come to trial in Thailand, go to jail. or get deported are the ones that can't pay, and they are thrown to the world press, World Vision, and foreign governments like bones are thrown to a dog. There is also a special exception to the game for those that mannage to really piss off a foreign government or make the international press big time.

 

Never, never, never forget that the Thai government is absolutely corrupt from the street cop to the PM. Money talks...not much else matters. Always make sure that you have a sizable bag of money available when you are in LOS. Guilty or innocent there is always the posiblity of being held for ransom.

 

I even seem to remember one of the moderators on this board being held hostage by a traffic cop for 2,000 baht.

Arresting people who hire under age staff from known "problem" bars is fine. Just what's needed to clean the place up.

 

Let's hope that doesn't spill over to scamming people who have taken the trouble to find adult company.

Gentlemen....the answer to all of your questions and concerns is extreamly simple, CORRUPTION!!!!

 

 

You know, I've not wanted to believe that and I'm still not sure I do. I've chalked it off mainly to ignorance (stupid people not taking the time to do their jobs right). And I just have a hard time believing that people in the Thai government are intentionally allowing creeps into the country to get their tourist dollars. Yet, it continues and continues and, at some point in time, maybe I'll join you with your conclusion.

I'm semi with you. I don't think anyone would be so foolish as to say there is no corruption in Thailand. I think corruption plays a role in this issue, but I don't think corruption is the only factor. Just how much of it is attributable to corruption is unknown to us, but I wouldn't be surprised at all to find out that it does play a significant part.

 

One reason I get upset over these pedophile arrests is because so much of it occurs in Pattaya, so much of it involves gay pedophiles, and it gives a bad reputation to everyone gay in Thailand, especially Pattaya. The stereotype even occurs among our perceptions of ourselves. It hasn't been all that long since there was a string of posts saying that simply being present in Sunee Plaza means you're a pedophile. That's nonsense, of course, but the fact remains there are members of the gay community who are convinced of it.

I have long wondered why Pattaya has a larger proportion of people arrested for molestation than cities that are much larger and certainly have more underage opportunities. I also wonder why we hardly ever hear of molestation of under legal age girls anywhere in Thailand.

 

Is it not curious that the mother of a 14 year old that was working in a bar, did not file a complaint against the bar owner and management? I would think that the owners and managers would be number one on the list. Is it certainly possible and very probable that in a bar atmosphere the son would have been molested by more than one adult. Why would no complaint be filed?

I suspect that the answer to your question is three fold. 1)The concentration of gay off places in Pattaya is larger for the size of the town than any other city in the world: along with the street/mall/beach/urchin pick up scene. 2) The publicity about Pattaya is world wide and has attracted, shall we say, a disproportionate number of gay pedo....where straight pedos have many, many, many more venues world wide available to them. 3) The Thai/Pattaya Police have become very good at playing the catch and release game and its many variations.

We've discussed the question of why you never hear about arrests for abusing girls in either this forum or one of the others before. My guess is that, unfortunately, girls are not highly valued by Thai society. So there isn't as much outrage as there is over boys being abused. However, the notion of foreign men coming to Thailand and abusing the country's young boys/the future of the nation is the issue. It combines the latent xenophobia of Thais with the anti-gay sentiment that exists no matter how "tolerant" Thais claim to be. You don't ever hear much about Thais being arrested either. It is only foreigners. Does anyone believe that there aren't Thai men who are also having sex with young boys or girls?

 

Didn't one of the news reports related to this story say that the men were not convicted previously because the victim disappeared or wouldn't testify so there was no way to go ahead with the charges?

Sounds like the police may have a 14 yr old working for them. A couple years ago they used a 14 yr old burmese boy for entrapment.

If the stories are true then why didn't the police or parents go after the manager of the Look bar for having a 14 yr old working? This story just doesn't ring true.

My guess is that, unfortunately, girls are not highly valued by Thai society. So there isn't as much outrage as there is over boys being abused.

 

I'm not so so sure about this. Seems there are varying opinions on this issue. One bar owner told me that the BIB are more concerned with protecting underage girls than boys or ladyboys. Of course, that's just his opinion too.

There is a massive amount of nonsense written about this topic every time it comes on on the several boards that allow its discussion. What must be realised is that it is a WIN WIN WIN situation for everybody.

1. The farang, if he can pay over a considerable sum of money, can walk away...win.

2. The police get to share around a sum of money....win.

3. The family of the boy will, if they are in on the deal, will get some money (win), but even if they are not they wont be hassled by social services wanting to tell them they are bad parents....win.

4. The boy, assuming he is a glue sniffing street urchin, will, even if he is unlucky, be back on the streets in 60 days....win

5. The publicity in the press will allow NGO's and police to be seen to be doing their job....win

6. The same publicity will discourage more pedophiles to come to Pattaya...win

7. The infrastructure of bars, game rooms, pimps etc etc remains intact...win

8. Those who live off the boys and remove almost all their earnings by violence and threats still have an income flow...Ok this is not a win

 

All the above is cynical. However, we all know that the Thais don't really give a damn about this, and even if they do feel guilty they can go and make merit a few times at the Wat. The boys certainly dont get into a pickle with it, merely looking at it as a way to live. After all, those amongst you who get all picky about an ID carded 18 year old and think they have reached heaven if they find one will certainly require a sexually mature and experienced off.

Time has proven over and over again that you are correct in your observations, Lester. I have over time become to think that the kids on the street that are actively seeking chasing and seducing the weak feeble minded lonely old men should be classed in a different category than they are now.

I don't agree with the kids being on the street and until the parents are held responsible there won't be any improvement in the situation.

1 Such practices would not eliminate the problem. I would prefer effective enforcement & shutting down the offending bars, leaving the good ones behind.

 

2 I hope the system is not as corrupt as you say. However if it is, then it's only one more very small step to people claiming a hypothetical 23 year old partner is 8 years younger than he really is & demanding a pay off. How do you get out of that one?
