I don't think what somebody may call Buryat or Yakut as "Russian" because of visible Asian roots. But many call Belarusian and Ukrainian as "Russian" because non-native Russian speakers can't distinguish these 3 nations.

As for calling them Russian  it depends of degree of nationalism. For most of English speakers the will be, since  they come from Russia. Kissinger was American even if born and raised in Germany and Madame Curie was French scientist even if Polish  born and raised. Not to mention Marshall Rokossovsky, Russian without drop of Russian blood. Other than Trump who would call Obama Kenyan?

That's a regional term that is not as common as the others. I've definitely seen Northeast Asia, which excludes Japan, Korea, Taiwan, and Hong Kong.

Most confusing, as you earlier said that Japan was not included. And its East , not West!

Well, you're the one who kept questioning these regional definitions because you couldn't pin them down as rigid and precise.
