would like to know if all the boys working in the bars of jomtien complex are able for you to take home , and if they are how thas the thing work and what are their rates.

They should be, after all that is purpose of  their employment there. 

In reality is irrelevant if all boys can be taken home. Your concern are boys YOU want take home. Best way to find is to go, buy them a drink and ask. Chances you will succeed are overwhelming

In principal yes but the boys have the right to refuse to go with a certain client if they don't want to.

No. But a good number of them are. Some are not looking for customers.

You pay the bar fine , 300-500 baht 

Plus their fee 1000-2000 b , depending on their quote
