That sounds like a local hire, so I don't see how that exonerates the crew as the pilots association is claiming. It was a small private charter and so warning travellers to stay away from the DR seems to be overblown since it wouldn't apply to the vast majority of tourists and airline crews. And it's not just a DR thing. Two Canadian men couldn't leave Cuba for seven months a few years ago after being accused of sexual assault by another Canadian and were eventually acquitted. It's one of the risks, albeit small, of travelling. Quote
