On the Journal here in São Paulo last night, cambios were offering 4.60 reais per dollar

Surely, you must mean 4.06 reais per US dollar, or at the most, 4.16. Today’s exchange rate is 4:16:1.

The real story is the past 10 years, even 5 years. Nothing has changed over one year (red line). Bag-'o'-Ass can no longer ride on a brief post-election upswing that simply reflected longterm currency instability.
