A few days ago, Brazilian foreign Ministry employees worldwide took strike action. This does not alter the Olympics waiver deadline. After Sept 18th, a visa for Americans, Canadians and others on the existing list of nations is required to enter. Visitors leaving Brazil following that date should also possess a visa. Consulates will be working at very reduced capacity. One visa support agency in Canada suggested do not even try to apply for a visa until resolved.

The strike is officially ended this week, but slower processing times due to visa application back-log are likely to be expected.
