It is a shame that the article didn't go into more depth about the problems. Only two of the 1000 favelas here are even mentioned. Hardly a mention of the lack of connections to the city's water treatment facilities. Nor that building inspectors for years have taken payoffs to look the other way and not required the new construction in Recreio and Barra da Tijuca to connect up to CEDAE, the metropolitan water company.
