I don't understand. Why would illegal activities be much more desirable than legal ones? Also, if legal or decriminalized drugs are so wonderful, why do users need treatment? Another statistic difficult for me to understand, apparently this study suggests that the money which would have been used to apprehend and prosecute drug users is now used for treatment. Economically, how is that working out?

Obviously I do not understand recreational drug use. It seems to me that moderate or heavy users are limiting their life style to the absence of modern conveniences OR taking great risks with their and other's lives.
