Treaties, accords and whatever are not binding and largely ignored by many and especially those that need to modify their behavior the most. The UN is a huge example of this but there are many other organizations that have little to no effect (except in there own minds and perhaps pocketbooks). OK, AS, let's pack up and move to Mars.
