So, suddenly, various companies sniff that there may be a profit in misery? There is plenty of water but, indeed, we shall have to pay more for it. Desalinization, anyone? Stop flushing? Put a dear price on something and folks will find a way to minimize its use. When people had to hand pump the water (or,worse yet, haul it from the creek), they didn't bathe more than once a week.
