I know a doctor who made me take unnecessary tests so that she can file for more payments from the insurance company. I'm not sure how many times she did that to other unsuspecting patients. So they will probably do these things even though they are not directed by the CIA for extra income or easy money.

hito, these doctors were employees of the Defense Department or CIA.

I don't think that Blue Cross reimburses for torture. At least not yet.
