Guest rimchair Posted April 17, 2013 Posted April 17, 2013 A former Mount Carmel Tennesse vice mayor who was investigated on indecent exposure allegations while in office more than two years ago has been arrested after a new complaint was filed. William Blakely, 30, appears to have a long history of masturbating in the direction of other motorists while driving, with police receiving dozens of complaints over three to four years, reports WNCT. He was finally charged because one victim was able to write down his license plate number during an incident. Three women appeared in a Kingsport court Monday to submit testimony against Blakely. In each testimony, Blakely is described as swerving and honking to get the womens' attention before masturbating. "At over 90 miles per hour, he had his penis out [the window]... he was masturbating... and that's when it got really, really bad. I wouldn't look over any more, and I wrote his tag number down on my hand, which I believe he noticed, and he exited very quickly." "I was scared that I was gonna wreck, he was gonna cause me to wreck," said another witness. "He was taking his hand, wetting his mouth, and masturbating." WCYB reports that calls are pouring into the Kingsport Police Department with similar allegations. "We're still taking calls. People are still coming in. We can't field the calls and type the reports fast enough," said Detective Terry Christian.
