A proposal would also require that an exit system be in place for tracking departures of foreigners who entered the country through airports or seaports, before any illegal immigrants could start on a path to citizenship. http://www.nytimes.c...on.html?hp&_r=0 Quote

They must show at the Customs for the country of destination though, either here or at the destination depending on which end that Customs Office is located. I guess countries could cooperate in sharing that info but that is as good as the cooperation agreement and attitude. Seems most countries, the U.S. included, are more interested in who is coming than in seeing that they leave on time. Once they are here the can blend in. The only penalty is that when caught they may be banned from returning for a period of years or eternity if there are serious enough infractions incurred during their stay. Quote
