Colorado Governor is Loopy

I don't know maybe because he was at sea level and was taking in too much oxygen ... but I could not believe how loopy and giggly the governor of Colorado was during an interview I watched tonight.

And when asked about the just passed legalization of pot in his state, tough against it, listening to his answer made me wonder if he was smoking it :P
