Since this flip flop happened within a year of the original ban, I suspect that there is some background info that we don't have yet. But I believe more regulation will be coming. Quote

If there are thousands of these places in business and it is illegal, why don't the LA cops just sweep and do what they do best...bust heads, make arrests, and shut them all down.
