Gaybutton Posted October 1, 2007 Posted October 1, 2007 The following appears in the PATTAYA CITY NEWS: _____ Ocean 1 Tower Given the All-Clear Khun Prachar, Governor of Chonburi Province chaired a Monday Morning Meeting at Pattaya City Hall to discuss plans for the Ocean 1 Tower which is an ambitious 91 floor condominium complex comprising 611 units and a shopping plaza, 200 meters from Jomtien Beach. The concept is owned by the Siam Best Enterprises Co Ltd and has encountered some problems in the planning stages as environmental concerns have delayed planning applications for the building. This meeting confirmed that those concerns have now been addressed and a survey of 500 local residents resulted in no objections to the building. Planning permission has now been granted and construction, which will take 5 years, is expected to start soon. Quote

Why would they do that? They are nothing to do with Ocean I Tower. If 500 people did not object then any supposed bribe was obviously enough! Why would they do that? They are nothing to do with Ocean I Tower. Thanks, wowpow, for the compliment (and brickbat accepted in the spirit in which it was hurled in my direction). However, I was trying to suggest that if Ocean 1 Tower can get away with a 90 storey building and no objections, perhaps View Talay should have adopted their methods - and their sweeteners, whatever they might have been - to ensure similar lack of objections to their much lower block 7. But then I just don't understand such high finance ventures. Quote

I can only hope that water, utilities, potential traffic and parking problems, etc. are being competently planned so that Pattaya doesn't end up with a beautiful building, but even more problems along with it as a result. Guest wowpow Posted October 2, 2007 Posted October 2, 2007 foutainhall - View Talay 5 and View Talay 7 seem to clearly break the law regarding the height of buildings and distance from the sea. Planning permission was given by the City Council and many may surmise that tea money was involved. Ocean 1 Tower is well back from the sea and and does not contravene this law. Neither does it block the sea views of it's neigbours. I am told that no sweeteners were involved though they did make a contribution to the city of a few million baht to compensate persons in the area and some land has been given for shops nearby. Gaybutton, One can understand your concerns about any new development effecting the local services, water, traffic, electricity, refuse, sewerage etc. Any new development is going to effect these to some degree. As anyone can see there is massive development going on all over Pattaya. Let's put this place into perspective. There are only 611 apartments in the building ( one block of View Talay 5 has 1050 units ) and 10 floors of parking with one or two spaces per condo. I understand that the management and water, waste is to be state of the art and will have the lowest impact per resident on the city of any major development. Sadly this building will not solve Pattaya's traffic problems bit it won't add to them overmuch. Quote

No mention is made of the horrendous traffic, dust, noise and general pollution that will occur as a direct result of its construction. Watch the complaints come about cement dust and heavy vehicle traffic. I suspect the 500 locals did not have the wherewithal to object. I forecast they will not be so silent over the next few years. I have seen the prices displayed somewhere and I am puzzled why anyone should pay the premium price asked to live near a narrow dirty beach with a polluted sea. The local environment is generally shabby and seedy to say the least. At least from the high floors you won't actually be able to see the turds and plastic bags floating by. Quote

Time will tell. I do notice that the other View Talay buildings don't seem to have any adverse effect on traffic, so maybe this one won't. I do think my concerns, payless's concerns, and the concerns of others are valid concerns, but time will tell about those as well. I also think the real underlying concern is the way most problems seem to be handled in Pattaya. I doubt there will be any serious problems stemming from what the View Talay people will be doing. It's the problems that the Pattaya government will be the ones to handle that have my eyebrows starting to raise. I have one question for you, Wowpow, since you seem to know what's going on. As Pattaya Park does, do you know if there will be a viewing area at the top, that the public can access? Quote

I do seem to remember talk of this but I don't see anything in their brochure or website. There again if you are selling a place as elite you dont bang on about the public having access. Plus: Coffee shop 196 m2 Medical clinic 38m2 The 90 floor will have: Observation are 228 with facilities to sit and dine out doors Restaurant 247 square metres These floors will be serviced by two fire proof express lifts that will take 34 seconds to travel from the ground floor to the 89th level.
