- it's in Bangkok but the motorcycle is not registered in Bangkok? (ok that's not unusual at all)

I am in Pattaya and the photo is taken in Pattaya.   Looks like further clues will have to be offered, but the next photo in the set is too obvious.

The canopy appears to be attached to the steering? 
The left hand steering does not appear to be connected? 
No brakes? 
Only one pedal on each side?

Different size front wheels?

Because in the background the Siam@Siam can be seen, whcih is a hotel in Bangkok near Siam Square and MBK. That's why I said it was taken in Bangkok

Im having a hard time to imagine how two person able to cycle it with that chair. There is a reason why the bicycle have "butt-hurting" small seats.

Ah so someone had dumped a Boeing 747 close behind this suspected  public toilet somewhere near Siam @ Siam in downtown Pattaya...

Nothing in Thailand surprises me any more....

However, I wonder what made you spot that fuselage just behind the urinal wall? 

We’re you using said Privy, or were you cruising, or are you just a closeted plane spotter?!
