I highly recommend Salvador Bahia...the city is dope...the beach is cool....Its very different from Rio but there are A LOT of black guys there...

You can take the air conditioned bus to Copa/Ipanema for a less than you would pay for a taxi and definitely check out Lapa while you are there...you can do most of the touristy things in 2 days...

Rio is still Rio...around Carnival, there are tons more people, crowds all around the city... More crime because of more people....you should be extra careful...
